16.
In all enactments and notifications the following words shall have the meanings hereby assigned to them, unless otherwise provided or the context otherwise requires.
(1) "Administrative District" means one of the districts into which the Colony is divided by the Civil Affairs (Administrative Districts) Proclamation, 19.
(2) "British Military Administration" or "Military Administration" means the government or administration established during the period of Martial Law.
(3) "Chief Civil Affairs Officer" means the principal staff officer in charge of the Civil Affairs Service.
(4)
"Chief legal Adviser" means the principal legal adviser on the staff of the Chief Civil Affairs Officer.
(5)
"Civil Affairs Officer" means an officer of the
Civil Affairs Service.
(6)
"Civil Affairs Service" means that part of His Majesty's Forces which, under the authority of the General Officer Commanding the British and Allied Forces in the Colonie#, conducts the administration of the civil affairs of the Colony.
(7) "Custodian" means the person appointed under or by virtue of the terms of any Proclamation to perform the duties of Custodian of Enemy Property or of property of any other nature.
(8) "Deputy Chief Civil Affairs Officer" means the officer of the Civil Affairs Service appointed Deputy to the Chief Civil Affair Officer.
(9) "Forces" includes all personnel of the British and Allied Naval, Land and Air Forces and any person employed by, or in the service of, or who is a follower of, or who accompanies any part of such Forces.
(10) "General Officer Commanding the British and Allied Forces", "General Officer Commanding, Hong Kong", or "General Officer Commanding" or "Military Commander" includes the General or other officer for the time being commanding the Forces in the Colony.
(11) "Legal Adviser" means the officer of the Civil Affairs Service appointed Legal Adviser on the Staff of the Chief Civil Affairs Officer.
(12)
"Officer" means an officer commissioned or in pay as an officer in His Majesty's Forces, or any arm, branch or part thereof and any person h@lding equivalent rank in the Forces of the Allies.
(13) "Officer of Police" or "police officer" includes every constable and every other member of the police force above the rank of constable.

(14) "Public Officer" means every person holding any appointment or discharging the duties, whether permanently or temporarily, of any office under the military administration and includes Justices of the peace, revenue officers, police officers, members of the district watch force and any other persons lawfully engaged, authorised or employed, whether paid or otherwise, in the performance of any public duty or service on behalf of the military administration.
